To develop communication recommendations to increase enrollment in targeted CTE programs. This research identifies underrepresented high school student audiences for each school district, determining their unique needs, concerns and preferences, developing communication strategies to meet those needs, and align with PACTEC’s enrollment goals for Career Technical Education (CTE) for the whole of Portland Community College.
